The First International Conference on Pavement Engineering: Design, Material, Construction, Maintenance, and Management

As China is expanding its highway system rapidly, advanced technologies and techniques on highway construction including pavement. The first Sino-US International Conference on Pavement Technology was held at Shanghai Science and Technology Conference Center from November 11-15, 2003 at Shanghai. The North America China Overseas Transportation Association (NACOTA), Shanghai Highway & Transportation Society (SHTS, www.shts.org), and Tongji University jointly sponsored and organized the conference. Approximately sixty people from the U.S., South Africa, and China attended the conference. Dr. Zhongjie Zhang, the chairman of NACOTA pavement committee, made a greeting speech on behalf of NACOTA during the opening ceremony. The fourteen NACOTA delegates and four counterparts from the SHTS and Tongji University presented their studies. The delegation also visited the Key Laboratory on Road and Traffic Engineering of Education Ministry at Tongji University, Shanghai Airport Road Construction Co., LTD., Shanghai LuPu Bridge, the Oriental Pearl Tower, YuYuan, the Cruise in Huangpu River, etc. The representatives from the NACOTA and SHTS also signed a memorandum of understanding for future collaboration between the two organizations.

This conference was successful as it has laid the foundation for future cooperation between the NACOTA and SHTS and expanded the existing cooperation between the NACOTA and Tongji University. At this conference, the delegates of the NACOTA had the chance to talk not only to the researchers but also the practitioners of our counterparts in Shanghai, which significantly increased the mutual understandings among the conference attendees. The future cooperation between the NACOTA and SHTS will focus on the following three areas:

  • Symposium on specific topic interested in Shanghai area;

  • Introduction and application of new materials and technologies in Shanghai area;

  • Mutual visits

The NACOTA delegates also establish the relationships with Ningxia communications Department and Hefei University of Technology for potential future cooperation.

  • The NACOTA board commends Dr. Darhao Chen of the NACOTA Pavement committee for his excellent effort to work with Shanghai Highway & Transportation Society (SHTS, www.shts.org), Tongji University, and the other members of the Pavement committee to put the First Sino-US International Conference program on Pavement Technology together.

  • SHTS jointly with the Shanghai Highway Administration Department has published a seasonal technical magazine called Shanghai Highways. The editors of the magazine welcome NACOTA members to have their articles published in this magazine. If you want to follow up the latest development of highway technology, construction, and management in Shanghai area, you can subscribe this magazine for $20 per year. The magazine will be mailed to you directly.

  • Xi’An JiaoTong University has the potential to hire faculties of civil engineering from oversea PhD graduates. Interested persons can contact NACOTA for more information.
